norton: i thank the gentleman from utah for his kind remarks. i ask to revise and extend my remarks. i rise today in strong support of the d.c. courts and public defense service act of 2011. i would like to thank senator joe lieberman, the chair of the senate homeland security committee which has jurisdiction over the district of columbia, particularly senator daniel akaka, the chair of the senate subcommittee on oversight and government management federal work force and the district of columbia. for author ushering the bill through a subcommittee and getting it passed with a voice vote. both senators lieberman and akaka are retiring this year. they each will leave with legacies of accomplishment to the nation, and both senator lieberman and senator akaka have always been good friends of the district. they will be very much missed in both chambers by all of us. but particularly by the residents of the district of columbia. s. 1379 is an important bill for the administration of justice in the district of columbia. it would allow the chief judge o

i wanted to congratulate reelected commissioners norton,f vy m wynns, and fewer. congratulations on your reelection. 14 years ago, which makes me seem a little older than i would like to admit, i graduated from morris brown college in georgia. it was due to a huge part for the omega boys club paying for my tuition and providing me as well as many first generation college students the opportunity to go on to college and graduate. so it wasn't just about talking the talk)v)vpñyñ in terms of how we eliminate violence and how we work to make changes andgwñ transformation in the community but it wasn[ñ?ñ? also about the action behind it. having the opportunity to go to school, go to high school, and knowing and understanding that ifc ?ñ? you're part of a program that will be able to pay your tuition, takes the stress=ñ?ñ? off a lot of our students and a lot of cp └u that provide a tangible opportunity for change. so we just want to thank dr. marshall and jack for the work they've done over the past 25 years and the work that they continue -- and not only did

norton, for five minutes. ms. norton: thank you, madam speaker. as we end the 112th congress, we are faced with two crises. cliff ryecies and now a gun crisis, a mental health crisis that comes to us from newtown, connecticut. when you consider that this is a congress which has not been able to handle even modern issues much less crises, one begins to wonder whether we will evoke to what is required of any person who is a member of the united states congress. this morning, i come for something less than a crisis for the country, easier, much easier to solve. i am calling on the defense authorization conference committee to solve a simple noncrisis problem. a problem, though, that casts shame on our treatment of our active duty military, our veterans, and their families. thanks to chairman buck mckeon and ranking member adam smith, the defense authorization bill contains a simple provision. that provision says that when you raise the flags of the 50 states at military ceremonies, if you're raising or displaying the flags of 50 states, you must also
